Due to the lack of a comprehensive housing policy, in the period between 1990 and 2010 housing needs in Serbia were increasing substantially, without a plan for organized problem solving in the housing sector. Housing policy measures were directed towards more narrow and more privileged circle of people. Re-involvement of the state in the housing sector through the taking of central legislative, strategic and financial position in the creation of better conditions for the development of the housing sector started in the mid-2000s.
National Social Housing Strategy is a basic strategic document for long-term action in the field of housing which determines the long-term and medium-term objectives of social housing in line with regional, economic and social development, funding sources and methods for implementation of the Strategy, development of social housing and establishment of system measures and institutional framework regulating social housing and which will ensure the effective implementation of the Law on Social Housing and other relevant national and local documents.
